People look out at the beach as Tropical Storm Isaac approaches in Barahona, Dominican Republic. Isaac strengthened slightly as it spun toward the Dominican Republic and Haiti, but seemed unlikely to gain enough steam to strike the island of Hispaniola as a hurricane.
