Qabila, a 10-year-old Afghan girl who lost a leg in to a landmine, visits with Andrew Mitchell, then the UK’s international development secretary, at a Red Cross hospital in Kabul, Afghanistan, in 2011. In April, the Taliban issued threats to the Red Cross and the World Health Organization, saying their staffs would be targeted if they kept working in Afghanistan. They have now rescinded the threat to Red Cross workers.
