Shot Friday during a reconnaissance flight over Puerto Rico. The adjutant general of Puerto Rico, Brig. Gen. Isabelo Rivera, and State Command Sgt. Maj. Juvencio Méndez took the flight along with Gov. Ricardo Rosselló Nevare and Jennifer González, the the resident commissioner of Puerto Rico in Washington.
